What is plumbing like in Milwaukie homes?
Milwaukie's housing is older than most of the metro outside Portland itself. Census Bureau survey data for 2020 to 2024 put the median year built at 1968. About 72 percent of homes were built before 1980, about 37 percent before 1960 and about 11 percent in 1939 or earlier, while only about 7 percent date from 2000 or later (ACS table B25034 via Census Reporter). Our old house plumbing guide covers what to inspect in homes of this age.
Where does Milwaukie's water come from?
The city's water division page lists 100 miles of water main, 6,911 water services, seven well houses, three storage reservoirs and two interties to Portland and Clackamas. For after-hours, weekend and holiday water emergencies, the page directs residents to the police non-emergency line, 503.786.7500. The city has completed an initial lead service line inventory, and residents can look up their address on its service line dashboard.
On lead, the city's drinking water page says there is no trace of lead in the source water, and that lead in drinking water primarily comes from piping and fixtures with lead solder or brass, usually homeowner-owned plumbing inside homes. It reports non-detectable lead and copper in its 2019 sampling round.
Who is responsible for the sewer lateral?
The wastewater FAQ is unusually clear: repair and maintenance of the property lateral belongs to the adjacent property owner, from the connection at the main to the home or business. That is a longer stretch than in some neighboring cities, where the public agency handles the part under the street. Practical consequences:
- A root blockage or a broken pipe anywhere on the lateral is generally the owner's repair.
- The city advises not planting trees or shrubs over or near your lateral, and considering root treatment after roots have been cleared.
- Most of Milwaukie's wastewater flows to the Kellogg Treatment Plant, operated by Clackamas County Sewer District #1, near the Jefferson boat ramp on McLoughlin.
- The city maintains 75 miles of sanitary sewer, 5 lift stations and 1,607 manholes, according to its wastewater division page.
Before buying an older Milwaukie home, a sewer camera inspection is cheap insurance. Our tree roots guide explains what the video can show and what repairs cost.
Can you do your own plumbing in Milwaukie?
The building division's FAQ says a contractor is not required: if you own the home and do not intend to sell it at this time, you may do the work yourself. Doing the work yourself does not remove permit and inspection requirements. The state's Building Codes Division permit list draws the line this way:
| Permit needed | No permit needed |
|---|---|
| Replacing a water heater | Repairing or replacing a sink, toilet or faucet not concealed in a wall |
| Altering piping inside a wall, ceiling or under a floor | Replacing shower heads, gutters and downspouts |
| Repairing freeze-damaged or leaking concealed pipe when new piping exceeds five feet | Replacing a hose bibb |
| Relocating plumbing in a remodel, including building sewers and water service | Installing a water filter |
The FAQ also notes that the building division works digitally, except that electrical and plumbing plan reviews still require two paper sets, and that city limits do not always match mailing addresses. Clackamas County's mapping tool shows which jurisdiction actually issues your permit.
How do you check a plumbing contractor in Milwaukie?
Oregon splits plumbing licensing between two agencies. The Construction Contractors Board (CCB) licenses the business, and the Building Codes Division (BCD) licenses plumbing contractors and individual journeyman plumbers. Run both checks before you sign anything:
- Search the company in the CCB license search and confirm the license is active.
- Search the company and the person doing the work in the BCD license holder search.
- Ask who pulls the plumbing permit, and get the permit number before work starts.
Our guide to choosing a plumber explains the two licenses in more detail, and the Portland plumber cost guide helps you judge a quote.
Getting help through this site
This site is an independent guide, not a contractor. We do not perform plumbing work and do not answer phones. To reach a plumber, call one of the licensed contractors listed on this page or see all listed contractors. Questions about this guide: email us. We do not take service requests. If water is actively leaking, shut off the main valve first and see our emergency plumber guide.
Questions
Frequently asked questions
Who fixes the sewer pipe under the street in Milwaukie?
According to the city's wastewater FAQ, the property owner is responsible for repair and maintenance of the lateral from its connection at the main to the home or business. Plan for that when you budget for a lateral repair, and ask the contractor whether the work will need a right-of-way permit from the city in addition to a plumbing permit.
Who do I call for a water emergency in Milwaukie after hours?
Milwaukie's water division page directs after-hours, weekend and holiday water emergencies to the police non-emergency line at 503.786.7500. For a leak inside your home, close your own main shut-off valve first. For utility billing or a suspected leak during business hours, the city lists its utility billing email.
Do I need a contractor to do plumbing in my Milwaukie home?
No. The city's building FAQ says a contractor is not required if you own the home and do not intend to sell it at this time. You still need permits where Oregon requires them, such as replacing a water heater or changing piping inside walls, and the work must pass inspection.
