Water heater repair and installation in Portland

These ranges come from HomeGuide's 2026 water heater installation guide. They are national figures before tax credits or rebates; venting changes, a new gas line or electrical work add to the price.

Nights and weekends usually cost more, so if a tank is leaking, close its cold-water inlet valve and compare quotes in daylight where you can.

HomeGuide puts the average life of a tank water heater at 8 to 12 years, up to about 15 with maintenance, and a tankless unit at 15 to 20 years with maintenance. As a rule of thumb:

• Repair makes sense for a younger unit with a single failed part, such as a thermostat, heating element, gas control or anode rod.
• Replace when a tank itself leaks, the unit is near or past the end of its expected life, or repair quotes approach the cost of a new one.

Look for the manufacture date on the data plate, and send a photo of it with any request so quotes are accurate.

• Water pooling under the tank or dripping from fittings.
• Rusty or discolored hot water, or rumbling and popping sounds as sediment builds up.
• Hot water that runs out much sooner than it used to.
• A gas smell near a gas unit. Leave the house and call NW Natural at 800-882-3377 or 911.

Gas water heaters also need working venting. The CPSC recommends carbon monoxide alarms on every level of the home and outside sleeping areas.

A permit. The City of Portland lists replacing a water heater among plumbing work that requires a plumbing permit. Inspections are scheduled through the city, a final inspection closes the permit, and a permit expires if more than 180 days pass between inspections. Homeowners may pull their own permit only if they are the recorded owner of the property, not an LLC.

Oregon also has a seismic rule. The Building Codes Division's statewide code interpretation 15-02 says Section 507.2 of the 2023 Oregon Plumbing Specialty Code requires water heaters to be anchored or strapped. Ask any installer to confirm the new unit will be strapped and to show you the inspection result.

Tank heaters are the lowest installed cost and the simplest swap when the new unit uses the same fuel and location. Tankless units heat on demand and last longer by HomeGuide's estimate, but often need a larger gas line, new venting or electrical upgrades, which is why installed prices run higher. Heat pump water heaters pull heat from the surrounding air; HomeGuide prices them at $2,000 to $4,600 installed. Ask the installer whether your basement, garage or utility room suits one.

Rebates change often, so check current utility and state programs before you buy rather than relying on a figure in a quote.

• Make, model, capacity and fuel type of the new unit.
• Removal and disposal of the old heater.
• Any venting, gas line, electrical or expansion tank work.
• Seismic strapping and the plumbing permit, with who pulls it.
• Warranty terms from the manufacturer and on labor.

The Oregon Building Codes Division says contractors doing plumbing work must hold both a Construction Contractors Board license and the appropriate BCD plumbing contractor license, and advises checking them before work begins. Search the company in the CCB license search and the BCD license holder search, and make sure the names match the quote. Get a written contract that names the company, its CCB number, the scope and the price.
